If you are not using Google Play Music, ignore this.
But if you have uploaded your music collection to Play Music, and want to shift o YouTube Music, wait for your turn. Because Google is releasing the transfer tool gradually to its users.
How to transfer Google Play Music
Download the YouTube Music Android app. And scroll down to the bottom. You will see the 'Transfer button'. This is what Google said in the blog post. But you don't have to try it frequently if the button is available for you or not. Google will notify you via Gmail and Android notification. You can use https://music.youtube.com/ also instead of the android app.

What about uploaded music?
As said above, everything including uploaded music will be transferred to YouTube Music.
Uploading Music To YouTube Music?
Yes. YouTube Music allows you to upload files. The limit is 100,000 tracks. (an increase of more than 50,000 compared to Google Play Music).
